I just got a lengthy email from Bulk Apothecary, explaining to customers about the many reasons for the long delays in shipping packages from them (mostly hand sanitizer, but other products, too). As part of that email, they included the quoted info below. It will explain about the sanitizer you likely used at the liquor store and how a bunch of it from now on may smell like that, too.
"Many states are actually mandating hand sanitizer is supplied to customers and employees before a business can reopen. This has caused global shortages of synthetic alcohol. As a result, the TTB and FDA have issued guidance for manufacturers to use plant-based ethanols in hand sanitizer. This creates a product that has a liquor smell that many customers don’t like. It’s important to note that this is a global issue and almost every hand sanitizer brand in the U.S has been forced to use this new “smelly” alcohol for at least some of their production."

so badly for Bulk Apothecary. This info was also part of their lengthy email:
They have a warehouse full of inventory that they just can’t get shipped quickly enough. They're shipping tens of thousands of units each day and just don’t have the labor to ship any faster. They're working with what employees they have left, paying them double pay for each additional shift they want to work, and even hiring as many employees as they can get
through temp. agencies...to fulfill the orders they have.
Their own costs for components used in many things they make that people are ordering...have gone up in many cases by 225% (for alcohol) - 800% for the pumps on the gallon jugs of hand sanitizer, and buyers are ticked off about that, too. They have truckloads of returned UPS packages to process, that were ordered by businesses that then closed down
after Bulk Apothecary shipped their orders to them. They're even getting
threats of bodily harm from people wanting them to move their orders to the front of the line as far as fulfillment and many of them posting mean comments about the company on social media websites.
I've been dealing with BA for more than 5 years, and they're really super nice people who run the company. I hate that this is happening to them.
