Sorry to hear about your E3 problems. I've been lurking in hopes that you would find a solution.
Sending it to Germany sounds scary as described, but it guess that's the best shot you have. Keep us informed as to your results, cause it may happen to any or all of us sooner or later.
I've had the same error a few times before and as you, cleaned and clicked and pressed buttons and hit it I'm my palm and just as I came close to giving up, it just majically started working.
I've bought 3 more used Provari's since my two Semo purchases...... Though I love my Semo's for the looks and light weight, the Provari's are the clear winner to me.
I've been enjoying a little vapor shark dna 30 but only for the size. As you Know, I stay around the 3.5 to 3.7 watt arena so I really don't need more or less power, although I do like a 1 ohm coil and that can be pissy with the old Provari's at times. Lol

My new Semo arrived today. I've been busy, so I haven't taken the time to contact SmokerStore and get an RMA and send the E3 one to them, but I do plan to do that. Less then $75 plus shipping is what I expect, and will do. Over $100, probably not, at this point. Over $100 I probably buy another Eye or wait for the Provari 3, or even the Titanium Provari is calling/pulling me hard, atm! I like it. I want it. I think I must need it. We shall see. Either way, it's not a today project. I will keep ya'll posted on the final resolution.

Considering the durability and ease of working on the Provari, I would give it a slight edge. I like the many bling possibilities with it as well. But as my first high-end VW device, the Semo takes that race, and that's why I wanted the Semo, and not some cheap China chipset with inaccurate modulated pulse whatever. With the exception of the eVic, the China chipsets leave a lot to be desired, imho.

Now that the Eye is out there, and it's not perfect either, I like it over the Semo, and will buy another before I buy another Semo, for certain. The Semo with the kayfun 3.1 in hybrid mode is an RTA setup that is very hard to beat. Then again, I have two now, one needing repair, so how many does one need of these high-end regulated devices to be safe and happy? Suppose it varies by vaper. But my magic number is about five or six, which is what I have now. Also, would I buy a P2.5 Titanium and then a P3? I don't know....NOT today.
I believe you were referring to volts above at 3.5 to 3.7. I will quickly add 2.5 to ohms to get my volts which puts me in the 11/12 watt range most of the time on the Provari's. I use the Semo and Eye in VW mode and find it easier to use with frequent Taifun GT tank changes during the day. Best, Mr. Bond!
