Snus is really just pasteurized tobacco with bicarb and salt.
The bicarb freebases the alkaloids, which is why snus hit hard, ideally you would use a non-polar solvent to extract them. The problem is that these are usually avoided. Things like toluene, hexane are not things people want to be working with. You can use oils but then you pretty much end up having to do an acid/base extract.
