Orbtronics rewrapped a lot of Panasonic batteries back in the day ("Panasonic Inside"). The Panasonic NCR18650A and NCR18650B had 3400 or 3600 mah, respectively ... and had only a 6.8 or less amp continuous discharge rate. So my guess is any battery with over 3200 mah will not have more than 6.8 amps continuous.

Panasonic NCR18650B 4.9A 3200mAh 18650 Bench Test Results...a so-so 4.9A battery

The NCR18650A has (had?) 3100 mAh and the NCR18650B 3350 mAh. There was also an NCR18650G, that been told to have 3600 mAh...never had it between my fingers.
The good thing about those Panasonic cells was their integrated PTC, that kept them very safe for various of applications. For vaping those batteries never really fited...

I Hope so.
FWIW, the absolute highest IR I've ever seen was 68 mΩ, from a very sketchy Nitecore cell that came out of someone's flashlight. I've checked 3-4 year old Panasonic NCR18650PFs (10A cells) and they were barely over 20 mΩ. So 98 mΩ doesn't impress me much.
