That's on your delivery person not those who created the rule/law, if they are ignoring the law and it upset you like this report him/her for it. My postman is a stickler for getting signatures, I wish he wasn't, it's a pain in the @$$ having to be here for adult signature or having to go to the post office to get my package if I miss him.

My neighborhood is about to get a levee upgrade. Part of that process is for the planners to get archeological and environmental clearance. That means someone will come round and take core samples from everyone's lawn. Last week every house got a registered letter from the engineers requiring a signature. They were all out for delivery for 3 days, followed by a pink slip telling us to pick them up from the PO. Truth is it would have taken USPS delivery so long to stop at every house in the neighborhood that it wouldn't have been practical. As understaffed as they are they really might not be able to handle a large number of signature deliveries.

Like you say though, some individual posties will want to do it, some will look for an excuse not to.

It's not always the fault of USPS. My last vape mail delivery was supposed to be ID check and signature required but I found it sitting in my mailbox. Tracking specifically stated signature service not requested. I think some vendors are putting up a show of being diligent until we know what's what.

But they are charging for adult signature verification. I'd rather it be USPS not doing their jobs than the vendors charging for the verification then pocketing the money. That's just going to lead to more problems in the future. The vendors already got enough strikes against them. Besides I don't think that's happening. When I've been charged the fee, the postal carrier has come to my door, but signs for me.

My Mon-Fri carrier signs for me. She knows me. The local postmaster, and I suppose it's not limited to mine, doesn't mind the carrier signing for me, if I let them know it's a standing request.

My carrier uses her brain, and I live in the middle of nowhere.

I've never paid for an adult-signature package through the USPS that wasn't clearly labeled "Adult Signature Required", so nobody has ripped me off for that yet, not even those from the Middle Kingdom.

B2B may not be banned for USPS when and if the ban actually goes into effect, but the private carrier "bans" are for all shipments, even B2B. USPS is more expensive when it comes to the larger and heavier packages so it's a big deal to retailers.

My local B2B said she'd order me anything I wanted from anywhere.. I would suggest people talk to their B2B - if it's only your stuff in an order it's not really more expensive than it is now, except for the B2B mark-up for their effort...

my mail lady took one look at my husband and laughed about the potential of us not being adults, and when she does the route she's never come to the door since, but if she's off work and it's someone else they will...

I just got my Velvet Cloud order today. I paid $5.99 for signature, and it was sent just regular mail with no indication it needed a sig. Looks like they pocketed the money. My mailman confirmed there was no sig required. I'm .......

No where (on their site/social media) does it indicate they charge for, require or send adult signature shipping, only priority mail or priority mail express options?

I just went to velvet cloud & attempted checkout of one 120ml bottle or eliquid and the only charge was $8.99 for Priority Mail Shipping (more for Express). No $5.99 Adult Signature fee.

    Interesting...

Maybe after you complained that took they removed the fee. I would email them and tell them if that your package was not sent with signature service therefore you should be refunded $.99 or else you will dispute $5.99 with your card. I bet they issue a $5.99 refund because a dispute will cost them at least $20 (but possibly more) whether they win or lose.

Give them a screenshot of the "Product Information" portion of the USPS tracking. If it doesn't show Adult Signature, then they did not buy Adult signature. That's your proof.

Ok, I'm wrong. It was Direct Vapor, and I didn't have to sign for it. I was charged $5.99 for the sig. Sorry!
I would say something to them. Things are bad enough as it is without shady practices added to the mix and Direct Vapor has always had a stellar reputation.

They should offer a $5.99 "Don't have to have an adult sign" fee. People would happily pay that, for them to "forget" to require such a thing.

"I'm sorry. You didn't have to sign? Apparently, we thought you paid the 5.99 nope, nope, nope fee. Well, you got it for free!"
