I can rant and rail all day long about problems with the USPS and its mismanagement. It's a bloated bureaucracy full of overpaid employees with no performance standards - at least ones that a chimp couldn't meet. I'm all for eliminating the USPS and privatizing mail delivery 100%. But, that's a political discussion I don't want to start. Just so you understand that m no USPS fan. Lol.
That said, the complaining about package delays are overblown. I live in one of the more remote regions of the country and have to get about 1/2 the stuff we want to buy shipped to us. We don't even get delivery from PO and have to maintain a PO Box just to receive mail. 20 miles to the PO and 22 more to a grocery store. SO, we've got LOADS of experience with USPS, UPS & Fedex. I find that the USPS does as good a job as the others do, overall. In fact, they're often more reliable than the private shipping companies.
We all get upset when our package doesn't arrive on time; especially when it contains your nicotine. It's no different than a junkie awaiting his/her junk. However, these bad experiences account for about .0001% of the experiences of those who's orders are shipped via USPS. There are millions and millions of vaping related shipments mailed each week but you're hard pressed to find a few complaint threads during that timeframe. That's DURN good service if you really look at it. There's, proportionately, more complaining going on about devices. So, things need to be put into perspective.
On the bright side, if your priority shipment isn't delivered on time, a refund of the shipping by charges should be available from USPS. Although I'm not sure how you go about claiming it since (in this case) the person who paid for the shipping is ITC. OP: I would be exploring the various contact methods to discuss this with ITC.
Take these experiences as a learning lesson: Don't put yourself in a position to NEED something so badly that you have to depend on shipping times. If you plan ahead, and have plenty of backup juice and devices, you won't find yourself checking the tracking info every hour waiting on you 'junk.' Lol!

My situation is similar to yours, although it not 20 miles to the PO, it is more like 5. But my numbers are nowhere near yours. I`m a reasonable man, I like to think. If my miss directed failure rate was more like 2%-5%, I would be tickled. But it is not, I estimate my not on time miss directed rate is closer to 35-40% (and I may be being conservative as its so painful to think about). Maybe its cause I`m in California? What really concerns me is that if my boo-boo rate is so high, I don`t think I`m alone, certainly I cant be unique? While I do believe you and Beck above, I still have my experience and it does`nt change, :?(
It's crap like that which makes it completely absurd for an Fed agency to regulate anything about e-cigarettes; most Fed agencies can't find their derrieres even WITH a map, and a flashlight!
