When VW//VVmod states that their max output current is xA, does the battery have to be more than or less than x?

More than or equal to.
Also, in general we should be looking at the device's Max Input Current spec and not necessarily the output. Because, input is what the chip pulls from the battery and output is what the chip delivers to the atomizer.
