2. single use electronic cigarettes or single use cartridges have a volume of at most 2 ml"
Similarly, in France the law implementing the TPD states

"The volume of pre-filled reservoirs or cartridges mentioned in article L. 3513-15 of the public health law may not exceed 2 ml"
(both my translations, I'm a native speaker of both languages)
I could go on but I feel those two examples are already enough to show beyond a doubt that what I stated earlier can't be put into question: some EU member states do not put a cap on refillable tank size.
You also will have no problem in finding shops that sell tanks with a size bigger than 2ml legally in all countries I listed earlier.
If the question is "
what is full TPD compliant" then the correct answer is "whatever the TPD implementation of the country you live in/are interested in tells you is".
People can spam "disagree" all they like but it just looks silly when all they do is disagree not with an opinion but with factual verifiable reality... "the moon isn't made of cheese - disagree"
