Rusty - Trading Standards (Scotland) has specified Acts that they seek to enforce (Trading Standards Central - Business - Legislation Introduction). The Acts extend to 7 pages - and that's just listing their titles. Only a few could possibly relate to your situation and you are entitled to know what statutory power they are acting under.

Have they advised you of the Act? They need to,.

Once you know the Act the specific legislation and all regulations it empowered can be retrieved.

Once you know that information you'll be able to decide whether you should continue trading.

A few excerpts:

"TSOs enforcement powers are extensive and they derive their powers from the legislation which they enforce. Those powers, although varying slightly from one statute to the next, generally consist of the following: the power of entry; the power of inspection; the power to require information and assistance; the power of search, if necessary under a warrant; the power of seizure; the power of suspension of movement or prohibition of supply of goods; and the power to make test purchases. TSOs do not have the power of arrest."

and

"A trader has the right to ask a TSO to explain under which statute those powers are exercised and may also ask for an explanation to some degree of precision."

having spent many years dealing with my local authority (district counsel) and their associations.. i know how they work... it aint nice.. they rely pretty much on the fact the small guys they are enforcing often their own version of the rules upon have no idea of their legal rights..

more often than not the official isnt even aware of such rights himself..

99% percent of the time this method works for them... and having informed many people of the true nature of the situation none of them have ever dared to challenge the offiical..

i have played the game from both sides.. colluded with officialdom when it suited my purposes and not been entirely honest in pursuit of my aims.. just like they are not entirely honest in pursuit of theirs..

i know the way it works my aims at the time was to further the interests of a certain trade organization.. but people are brought up to fear these people and fear them they do.. nothing i say will change that..

the petty official will not put his neck on the line.. he will retreat and wait for orders from above.. those orders wont come for a long long time... the issue is tooo big..

but its your lively hood at stake u do your own thing.. the instant shut down is their biggest weapon.. they use it ruthlessly when it suits them.. even when they dont really have the power to do it..

they have obligations to tell u some things but not all things.. its up to u to find out the things they dont tell u for yourself..

most people dont bother.. they simply do as they are told.. its instilled in their nature..

This is somthing that has been spoken about ... It might be 1 soulation to the problem, but it could make the e-cig harder to sell without nic carts.

" problem would be is that all the boxes would need to be re-printed as the 1st round with T/Stands was that all the boxes had to list the ingredients inside the main box ...ie ... The main box says how many carts are in the kit and of what strenths.

Rusty - if TS stop you from selling the kits this will because of the nicotine contained in the carts - right ?
If they do stop you - do you know if you would be able to recommence selling the kits if you replaced the nic filled carts with empty carts and/or 0mg nic carts ?
