Forum Question - How to cite (not quote) another member in a post?

I've been seeing posts which reference other members, where the member name in the post is a link to the member's profile. I also occasionally get alerts that a member has mentioned me in a post, so I gather there's a standard way to insert a member's name into a forum post in such a way that it links to the user. From looking at the post code, the USER tag creates those links, i.e.

Code:
[USER=225025]cmayo[/USER]

creates this user link:

cmayo

The button bar in my form post rich text editor is very simple and doesn't seem to contain a button for this, and I don't see a user preference to use a more advanced button bar. I suppose I can look up the user ID and build a USER tag manually, but I see it so often that there must be an easier way. How is that done?
