The building I work in, Building 661 at Naval Base Pearl harbor, is the building that housed the office of the Commander, US Pacific Fleet on December 7, 1941. I work withing 50 ft of the very window where Admiral Kimmel watched the bombing of Pearl Harbor.

I'm a huge sap for that kind of stuff... Every time I hear even the tune of Eternal Father, Strong to Save (Navy Hymn), I get choked up... There are specific verses that pertain to the submarine force which get me every time.
Another trivial piece of knowledge... My first Captain, Commander Cecil Haney, is now holding the office that Admiral Kimmel held in WWII, Admiral Cecil D Haney, Commander, US Pacific Fleet.
That submarine, created quite the spring board for it's commanding officers. 3 former captains of the USS Honolulu hold the rank of Admiral. Admiral John Greenert, Admiral Cecil Haney, and Admiral John Richardson.
At the current time, the Navy only has 9 4-Star Admirals. This does not include Joint commands, for which there may be a few more. For 1/3 of those 4 star admirals to not only be former Submarine captains, but to have also been former captains of the SAME submarine, is fairly unprecedented.
I'd like to think some of my accolades on the Honolulu during both Admiral Haney and Admiral Richardson's tenure as captain gave them a little boost to get where they are today![]()

PS.. my Dad was flag radioman on board DD-380 Gridley II during TF-8 under Admiral Halsey. I know how things worked, and Halsey was right.
I'd say the more likely scenario is that you are doing something fishy when you're putting your meter leads together.
I believe that your RBA really is at 1.7 - 1.8 Ohms...
I do NOT believe that your meter leads (which, BTW, should be as transparent to the circuit as possible, AKA ZERO resistance) have a cumulative 1.6 Ohm impedence... That is WAY off...
When you touch them together, make sure your fingers aren't touching the metal parts of the leads at all. If they are still reading 1.6 ohms, then I would look into getting some different meter leads... Cause 1.6 Ohms of resistance accross the meter leads makes for a pretty useless meter...

DVM=Digital Volt Meter.
Also, in the 200 setting, put your test leads together and check if it reads anything other than 0. If it does, you have to subtract that number from your atty readings.
