Ive repaired a few of my own ego chargers. there is definitely a voltage regulation circuit on the pcb (printed circuit board) mounted in the connection end. I'm sure some companys make a dongle that can handle 4 volts, it just looks like the one in the article isn't one of them.
Why is this a news story? You never see a news story about the lady who burns her hand because she used a lighter incorrectly.
That "thing" she connected the battery to is just a 5 volt USB connector. There are a few - thankfully few - cigalike blister packs that actually charge the battery at 5 volts, presumably because it's cheaper to put a voltage dropping resistor in the battery case than to manufacture a proper charger. Responsible on-line vendors quit selling them, or go out of their way to state that "charger" is not to be used with any other battery than the one it came with.

didn't even have to be a short...left in a hot car...the battery was already HOT due to ambient temperature...then try shoving electrical current into said battery!Sadly it did as designed and in a panic the woman made things worse.
A short occurred. Battery, charger or PC port first, who knows? But the plug blew out to vent the pressure away and the metal started absorbing the heat.
Grabbing anything Hot always leads to dropping it. dropping it usually leads to additional damage.
Not trying to play down a scary moment, but come on. My Microwave Blew up. Super bright Flash of electricity across the room. Loud BANG! Power went out in the kitchen.

Details are sketchy at best. I heard this one while driving in to work today; it was reported the explosion "shook the windows".

From what I heard talking to someone who claimed to know the lady interviewed (edit - the vape shop owner), it was bought at a gas station in a blister pack. I have no problem with cheap quality stuff but people need to know to be careful with junk.
A little, though I didn't listen to him all that much. I tune in for news and traffic in the morning, and occasionally the Erickson show in the evening.
