That's an overly simplistic view of what happens in floor debate. For one thing, most of the serious debate happens in committees. Floor debates are intended to make formal statements that get entered into the permanent Senate record. They're not just for show. If you actually watch CSPAN you'll see that Senators and Congressmen do change their positions based on floor speeches from time to time.

well for a newbie on cspan i think i caught on pretty well. and i guess that was jsut a quick view of it....but i would hope people would listen to each other when someone else is up there talking.

That's how it will be on the final vote too. This bill is Ted Kennedy's baby. No Democrat is going to vote against it. Many Republicans are likely to vote to pass it as well.
