No that passthrough is not going to output 5v. The Joye P/T is effectively powered by the included 3.7v battery - the USB power charges the battery, which in turn powers the atomiser. They should be safer to use on PC's as the current draw is not so high, compared with the types without the battery. Having said that a 2amp AC to USB adapter is worth having and essential if you do go with a 5v P/T.

If you want a 5V passthrough, look at the ones from MadVapes ($17) and ElectronicStix ($13). And, indeed, you should use a 2 amp AC to USB adapter for those, such as that $9.50 one from MadVapes.

[For a high-end passthrough, check out VaprLife's $69 VP-PT.]

As you may know, such 5V PTs will deliver a more intense vape ... and should not be used with LR atomizers (which also deliver an intense vape).
