Depending on the resistance of the atty or carto you have on it, it is likely trying to pull too many amps, and the car usb is not rated for that. A regular 2.5 ohm atty on a 5V PV will pull 5V/2ohm = 2 amps. Some ports that are not rated for that current will simply not power the device (atty), and some will pull it anyway and fry the port.

I would NOT be using a 5V PT on a computer usb, unless you know the rating is high enough to handle it. Most computer usb ports are rated at 500 mA or less. I only use my 5V PT on a 2.0 amp AC/USB converter.

As Kurt said, your car adapter probably isn't able to provide the 2 amps (2000 mA) that your passthrough needs.

MadVapes has a 2 amp car adapter that should work. If that is the one that you're using, then I'd suggest trying it in another car if possible. If it works in another car, then your car might be limiting the power to the socket.
