Yep. Totally pure, anhydrous VG is ridiculously viscous and has a melting point of 64.0°F. But even a tiny bit of water (like tenths of a percent) decrease both quite a bit, and it's hygroscopic, meaning it will absorb some water from the air.
Idk if you can even get VG with less then 0,1% water in it. Never saw it. Even ultra expensive "water free" VG for chem labs is at very best 99,9% with the rest mostly water.
