It has Built-In Video that can either be disabled or at least added to. You should be able to get a PCIe Video Card of either x1 or x8 type for it, or maybe even the old PCI type from someplace like eBay.
It has an Intel Xeon Dual Core 3040 running at
1.86 GHz, so it's not Fast by today's standards (if you have the same specs as the one I found), but it's a pretty nice computer. Windows 7 should do fine on it. The Xeon is an Up-Scale CPU for Performance.

As for sound cards, i would stay away from Creative PCIe brand cards as there seems to be big problems in using the creative install disk and fully utilizing the device using creative drivers in Win7 according to postings on the web. After much stuffing around, I did have success with my PCIe Creative XFi Titanium running the standard Win7 'High Definition Audio' drivers from Microsoft on both Win7 & SBS2008R2 in my dual boot T610 workstation (yes i know sacrilege; server as a workstation).
I also installed a modded 'XFX Nvidia 7600GS PCIe x16' graphics card into my T610 giving me DX9 and 2550x1440 resolution. The only mod was to cut a new slot into the cards PCIe connector at the location of contact 50, 51 & 52. I then placed gaffer tape over the rear part of the PCIe connector to insulate it before plugging it into PCIe slot 3 of my T610 (this is a mechanical x8/electrical x8 PCIe slot on the motherboard, also works on slot 4 which is x8/x4). Note that this card is rated at 32W so it is a little over the 25W allowance that Dell specifies for this slot.
I am still looking at how the PCIe spec and graphics card manufacturers handle down rating a graphics card power draw to 25W from the allowed 75W from the PCIe slot while still allowing the full 75W+75W from the PEG connector on the graphics card. With such a mod, i can get a much newer card with powerful DX11 capabilities.
The graphics card caused less headaches than the sound card :?
Graphics and sound work a treat 
Only odd thing is that iDRAC Enterprise sees the graphics card but does not see the sound card though i haven't looked much into this yet.
So Sound and Video can be done, but unfortunately, it's not as simple as
Plug it in and it Works. The Cards need to be Modified to Fit, and there might be Power issues if the Video Card requires more than 25 Watts. Someone else said not to use
any Sound Card from Creative, as the Drivers on the CD are Flakey.

After 5 years of waiting for sound on server finally realised and bought External USB sound card and it works great now... To make it work we need to make USB audio device as default sound system.
Volume-> Playback devices-> select USB audio -> set default...
This one works...

So a USB Sound Device can be used. You can find them at Best Buy.
