You could try Freshpie's milkshake base. I am not an expert on milkshake bases but this one has great reviews.
Cream (Milky Undertone) (PG) (OOO) 1.5%
French Vanilla Ice Cream (Hangsen) .75%
Vanilla Ice Cream (LB) 3%
It’s good, but I prefer Ceecee’s by a wide margin. Hers seems to hold its own better when adding fruits, to me

It is better, it has a base which I think most recipes need. The base is the biscuit.
That’s what it is! I couldn’t find the right words. I was going to say more rounded out, with staying power. For me, it doesn’t get “lost” when I add fruits.

    Trying Pur Boysenberry Preserves... seems a bit weak (but my taste is off today) I put a couple extra drops in the tank anyway.

    I use it at 4 or 5% for an rta - and it needs a week to thicken and sweeten. PUR Boysenberry is my favourite berry though, it doesn't have the jaminess/sweetness of Pur boysenberry preserves.

    This might sound like exactly what you don't want but if you used it in very low %... peach.
    I’m looking for a base like Biscuit,Cookie etc. Fruit does not make a base (for me). Not to mention I can’t vape peach....LOL

    Upon consideration I think graham cracker or cereal in a small % would do the trick. I’ll have to work on a simple recipe or two.
    If you use one of those as a base, not a perceived flavor... how do you pick your starting %? And, what about Biscuit makes it not an option?

    I’m no where near an expert but would never have thought to use graham cracker, biscuit, or cereal in a tea recipe.
    That’s why I was picking her brain :). I usually really like her recipes, so it would be helpful to learn some of her tricks.

    So I've been asking about "creamy" flavors (custard, bavarian cream, marshmallow, meringue...) I just got my answers in a video (Wayne... DIYorDie) Not a full review but gave me a general idea. He talks about CAP, TFA and FA mostly. It also helped me understand why some custards are too much for me.

    The black tea is a pretty strong favor that I’m pretty sure will overtake 1% graham clear or cereal easily.Biscuit is an option also. I was just looking for something different to try.

    Think of it as the foundation your recipe stands on. A base. Sometimes you use a base for taste also and sometimes you just want It there but not tasted.
