Yes & No . . . In the beginning, that was the recommendation when the Covid-19 testing was first being done months ago, especially since the "Testing Kits" were extremely limited. Test were available for "First Responders", Health workers, etc. and to those people who have/had preexisting conditions COPD/Breathing Problems, Diabetes, Heart Conditions, Overweight, Older Seniors, since they were the ones being most infected. Someplaces even required you to have a doctors prescription.
Also as far as I understood it really depends on what your state policy is if you want to get a free test in the begining (an appointment is required) . Since then these Free testing sites have opened up for anyone who wants/NEED a test (now they even include children)
BTW: There are a number of places - like "Urgent Care"/Doctors Office/Fee for Service Testing sites (like LabCore) - that you can get tested for a fee (Guess that's why the "Boss" offered to pay).
Now then - as of today here is the CDC recomendation:
Who should be tested for COVID-19?
• People who have symptoms of COVID-19
• People who have had close contact (within 6 feet of an infected person for at least 15 minutes) with someone with confirmed COVID-19
• People who have been asked or referred to get testing by their healthcare provider, local external icon or state health department.

BTW: Being a member of the preexisting group, I've had 5 test so far - the first 2 took over 2 weeks to get results, the others I got the results with-in a week. AND - As I understand with today's test, results can be with-in 24-72 hours.
