Yes, not a "serial polluter" or whatever they call it. You can't register your vehicle without it in Vegas. When we lived in Pahrump, which is an hour away, they didn't require them. But Pahrump is 35k people and Vegas is huge.
If I ever had to live in Nevada, I would live in Pahrump. I just love the town name. It a funny sounding word.
Those were the days.There was something like that in the UK, only worse. It was called the MOT test (Ministry Of Transport). That was back in the 70's. They would even reject you for stuff like rusted out sills. I remember the guy taking one look at my old car and shaking his head. He said we can replace the sills for you, for more than the car was worth. Then he said, or you can pay a 30 pound deposit for the sill work and bring it in later and I can give you the MOT. Wink. So I paid the 30 pounds and he wrote out the MOT without even looking at the car. I did that many times.

Although contrary to how most tourists mangle those names...they're actually pronounced Kiss im' mee (not Kiss' i mmee) and Ti' tus ville (not Tit' us ville).
