I agree...if I were you I would take this all the way up to the school district superintendent and raise hell. That is completely unacceptable on their part. And if you aren't doing it already, make sure you keep a written journal about all contact, notes, dates, names, phone numbers...everything that pertains to this situation. It will help you keep your thoughts in order and it is a good record for showing any failures to communicate or misleading information. This HAS to go higher.
Vent now, but when you go to collect more information or confront someone, be sure to keep you head on straight, keep calm....take lots of long slow breaths.

Also, keep a paper trail. If you talk to anyone in person, then send either a letter or email. If they say they want you to try xyz-mention it in the email so that there is proof and they cant say later on you aren't telling the truth, they never said it, etc. Because when it comes down to it, Teachers, principals, etc, are all playing to cover their own butts.
We had a teacher for my son in 1st grade. Once a month, we had to go have a meeting with her, the principal, guidance counselor and once the school psychologist. Why? Because my son wouldn't raise his hand, he would get out of his seat, constantly talking, etc. We asked the teacher to send emails or a note, or something so we knew each day what was going on. But she couldn't be bothered, she has 20 other kids to deal with ya know! So we asked about a quick email before she leaves. Nope. The second all the other kids are gone, it is her time to be with her family (and I get that...but a 2 minute email really won't ruin a day!)
Anyway, we had issues with her over and over. I finally sent in a note saying I think Dylan would be better off in another classroom. This teacher had repeatedly refused to do whatever was suggested by guidance counselor (such as positive reinforcement-telling him he did a good job raising his hand for example.) If I had an easy going kid who followed all rules without question, I have no doubt she would be a decent teacher. But my youngest will never step foot in her classroom, I can't stand to deal with her after Dylan.
