Okay, since you don't understand why the verb what is relevant - A smoker(noun) is a person who engages in the act of smoking (verb).
Not so much anymore. All the places I've been so far know that it is not smoking. I do travel quite a bit so I've gotten info from many different states.
If anyone stays at the Hilton by the airport in Fort Lauderdale, the bartender Sean is a cool guy.

Ditto, if vaping is smoking, then please tell me how to use vapor to smoke a ham - it would be nice not to have to build that bed of coals to get my hams, bacon sausages and whatever else smoked.
We only stayed there one night. In Pittsburgh the Wyndham also knew that vaping wasn't smoking. I'm happy to be back home though.

walked thru walmart yesterday and didnt care to "hide" it. i puffed on it the whole shopping experiance, and either no one saw or no one cared. didnt get asked about it. it seemd kinda natural to me.

You may be right, if it is a fact that smoking must involve combustion.
With hookah, the shisha does not combust at all. The hot charcoal is used as a heating element.
