Brewster: I wrote a long commentary for the FDA as it prepares hearings on smokeless alternatives, and I concluded with just what you said. "Kids" -- teens -- will still seek out and use two tobacco producds: Cigarettes and chew tobacco.
These two also have the greatest health hazards. Given its new authority over tobacco products, the FDA would be wise to take on the most hazardous products while encouraging smokers and chewers to switch to FAR less hazardous tobacco alternatives.
Unfortunately, the anti's quit-or-die message is now firmly entrenched in regulator's minds. Continue smoking? Lots of desperately needed tax revenue both state and federal will be collected. Continue to force cigarette quitters only to NRT products? A $14-billion windfall flows to Big Pharma. Switch to snus or dissolvables or an e-cig? No taxes, no payback to Big Pharma, and lots of American dollars flying off overseas.
We are David against this Goliath, but by God I've got a slingshot and I won't go quietly with my rock in the pouch.
