Where to get bulk Nicotine concentrate in the UK?

I've been looking into getting large quantities of nicotine (2-3 litres) from a UK seller, but I am having real difficulty doing so. The reason I am trying to find a UK seller is due to the fact that if I import it, I will be paying 6.5% customs charges then a further 20% VAT on top. Any help would be greatly appreciated.
