Sally's Beauty Supply. It comes in a huge amount-- 500 feet. I have actually seen some smaller quantities on eBay, I believe. I need to go look again.....
Edit: I can't link it because I'm on my iPad, but type CelluCotton in eBay and you can find several suppliers with smaller portions for pretty cheap.

Holy, this is the best wicking material I have ever used. CelluCotton combine with royal wires are the best. I was going to throw out some juice cause it sucks, but it turns out that my set up sucked. What I love about the CelluCotton is that is doesn't burn like cotton ball. There is a slight flavor change when it is running dry, but no burning.
But hit it one more time after that and it WILL burn. It's good to the last drop, but rayon shows no mercy when that last drop is gone.There is a slight flavor change when it is running dry, but no burning.
