Yes, it will work.
Yes, it's pure garbage. It also doesn't do auto-ranging, which is annoying for newbies (meaning autoranging = good, non autoranging = annoying).
This is the cheapest meter I'd buy myself, on the amazon UK site:

yes, it'll work, just set the range to Ohms properly, and be 'gentle' with that meter; I wouldn't expect it to last long during real use, and it will not survive being abused.
