I don't think you can turn Cortana off all the way these days. The toggle is gone. You used to be able to do a regedit. You can't do it via Permissions and History either. If it is so great, why hide it? Microsoft has embedded it, and it does report to somebody. A few months ago I had it blocked, but I can't do that now. They keep turning it back on. Remember when you wrote in a diary when you were a kid, but your sibling always tried to sneak in your room and read it? This is similar, but worse.
You’re right. I’m gonna sound truly paranoid here, but I don’t believe it’s ever off. Even if they do give us a toggle button or a registry hack. We can run any OS we want. They could have hardware in there that the OS never touches or sees. We depend on these devices and “someone” depends on listening in on us.
I ask myself too often these days: How do we really know anything? We are lied to all the time. There is solid truth to rest on. Apart from that, we can only do the best we can day to day and moment to moment. I will make a difference whenever and wherever I can. But I won’t let them keep me in a constant state of fear and anxiety. Not even anger or rage. That stuff will kill ya! It gets to me anyway. I just try not to stay in those states.

My "new" kitty just turned two years old last week, and he has only thrown up twice in his entire life -- both times from bolting down his food too fast. I hope he can stay that way.
