Ok my mistake. My build wasn't 10 wraps at 1.5 ohms, they where 7 wraps at 1.1ohms. I had used my multimeter wrong on the KF I fixed and it was reading 1.5 ohms so I was assuming 10 wraps. Did a 10 wrap on my 2nd KF and sure enough it came out at 1.5ohms but when I went back to my other KF and double checked the resistance it read 1.1ohms. So I put the 7 wrap coil I removed from this KF back into it (was careful not to mess up the legs when I took it off).

The important part, the cotton. Notice this is just a piece pulled off from the cotton ball and slightly pressed together to give it a smooth shape, no twisting at all. The puff has nothing but straight fibers going through. The only part I roll is the tip to help thread it through the coil. When pulling it through the coil it never bunches up on it, it goes right through with a bit of resistance no need to roll it to help it through and it sits in there pretty lose actually:

Sitting in the chamber, made sure not to catch the tails on the threads and that no cotton got in the channels when tightening down the chamber:
Another part that I believe is absolutely key. I saturate the hell out of it, I keep pouring juice down the sides until the look soaked and some juice is actually pouring out the sides of the juice channels. I also lay various drops on the elbows that go into the coil and 2 or 3 drops over the coil itself. Some juice comes out of my air hole doing this sometimes but that is not a major issue, just blow it out once you put the tank on:
So yeah, thats how I'm currently running them and man they are giving me one wet tasty vape even at 15 watts. At 15 watts I do make sure I do a pretty strong pull, not overly strong but I don't hit it softly and I fire it right when I start inhaling, no pre-heating needed, total puff time around 2 or 3 seconds. It gives a pretty solid, flavorful warm vape instantly and it hasn't shown signs of drying up or burning on me yet.
EDIT: As a reference, running mechanically on a fully charged battery it runs at 13 watts flat at 3.8v under load. Tapers down to 11 watts when the battery reads 3.5v under load.
EDIT2: I'd like to also point out that with my vaping technique (pressing the button as I start inhaling, 2 - 3 second hits) I feel the coil gurgle a tiny bit after half a second when it heats up letting me know that its nice and wet.
