I'm sorry if this is going to offend you..... but that's complete rubbish.
Please don't state "as fact" what you may have heard as a rumor.
I can go into great detail what is contained in the USB 2.0 spec... what the power delivery is, what can control it, where it specifically comes from, and on and on. But the bottom line is... no program can maliciously increase the USB port power output and damage your pass-thru. That's a fact.
Also, the thing about booting high graphic games causing power surges is pretty much opposite of the truth. Higher end systems will actually lower power output to things not related to graphics or processing when select program are booted, such as games.
Most modern graphics cards use A LOT of power and unless you're running a very powerful PSU, there isn't a lot of extra power to go around when the GPU is running at full blast.
