Just fake a Tourettes episode, then twitch a couple times. If that doesn't make them pick up the pace, start gyrating your hips with a devious grin. They'll either leave you alone or you'll get lucky. Pick your poison.
Being overly discreet arouses suspicion or curiosity. Wouldn't you want to see what someone was doing if you thought they were trying to hide it? I vape everywhere, even standing in line at a store, I just do it lightly and avoid visible vapor. I've never offended anyone that I'm aware of and would stop if I did. An intern at a hospital was really interested once and wanted to see a cloud. I think he might have went and got one afterward.
