I agree with Karen and the others. You must be proactive on this. I would also talk to my local bank branch where you have your checking accts and savings. Let the bank mgr know, mgr may be able to give some advice and protect Debit Card, etc.
I would file a complaint or send a letter to PayPal. It is PayPal I think that is pushing this Bill Me Later service. I keep receiving emails to sign up for it. Sounds convenient, but I always pass. I do not know if Bill Me Later is another subsidiary of Ebay and PayPal. I would be a little surprised if it is a 3rd party stand alone service. Ebay bought PayPal so it could have control and make more money
through the fees. Let us know how you do with this. It is a shame it is now so commonplace for things like this to happen.
Go over all your credit card and bank statements line by line. These entities like to make small obscure charges to test the waters for good numbers. Tfhe $9.84 charge back before Christmas was a one time hit and not related to the Target business, although some media tried to tie it in. At least that was the consensus the last articles I read. Do not call the phone numers for Cust. Serv. they may provide for these charges. They are phishing for more info. Just talk to bank and cc companies.
