Wizardlabs recommends 5% to start off. The numbers on the chart were submitted by various members. The size of the bottles that are being used at don't matter. A percent is a percent is a percent, regardless how much you are mixing.

I mixed up some flavorless that is 2% shy. I have some little vials that I make up a 2% mix with. Then I try it at 2% to get an idea what it needs to be alone (I don't go by the above list often, they've all been pretty high for me). Then I blend a couple (or more) of 2%'s to get and idea of how they need to be when mixed.
Then I use Download eJuice Me Up 12.1.0.0 and start playing around.

In most cases the percentages have been derived from trial and error. Mix a batch at a low percentage, then taste it, add more if needed and repeat..
The percentages just makes it easier to create a recipe when you use a calculator. A calculator such as eJuice Me Up for PC, or eLiquid Recipe Manager Pro for Android devices, when set up properly just needs to know how much you want to make, the % of flavor, and your desired PG/VG ratio. Once all that is entered clicking on calculate will show you how much Nic, PG, VG, and flavor you need in ml or drops for your mix.

I mixed it at 8% with 5% DK Tobacco, 5% Caramel Candy, and 2% Cotton candy.
70/30vg, 24mg... 3ml.
It needs just a little tweaking.
I'm looking at adding a little more caramel, upping the cola to 9%, and using Vape Wizard instead of the 1 drop of vinegar I used.
It has a really good taste, I just want to smooth it out a bit, and add a touch of sweetness, to take the small bite out
Still, it doesn't need much playing with, and tastes good to me
I let it steep about a month.
I haven't decided if I need more Caramel C, or sweetener, or if the Vape Wizard will blend it enough to smooth it out.

Wizard Labs is also about the lowest priced place top get your Nic....when its in stock.....they sell out quickly when they get a batch in, because they are a very trusted vendor and also the price is hard to beat.....
They never actually run out of anything including Nicotine just to clarify. What they do is limit the number of order slots so everything can be filled promptly. There is far more demand then they can possibly handle but they are working to increase capacity. I myself wont buy from anywhere else because many are simply buying from Wiz and diluting with who knows what at a higher price. For example a certain well known UK vendor waters down both it's VG and Nicotine. I can water down my own stuff much cheaper then paying a premium for someone else's water.
When you find your desired % of cola(I do 10%), try adding 4% champagne and see what you think. A major improvement to me.
