US Rep. Henry Waxman (D-CA) urges DHHS/FDA to propose/approve "deeming" regulation (to apply Chapter IX of FSPTCA to OTP) because companies complied with Waxman sponsored FSPTCA and SCHIP.

Although the word e-cigarette doesn't appear in Waxman's 11 page letter, the e-cigarette industry would be decimated if the FDA proposed and then approved the "deeming" regulation as Waxman's letter urges her to do.
