Vision Deux Cartomizer questions???

Just got my VISION DEUX Clear Giant Cartomizers in the mail today and I have a couple questions...why are they wet and what is that stuff?

I was really looking forward to trying these out right away, but now I have to clean them...

Its unflavoured VG used for checking against DOA

you dont have to clean them, its vg, just add your juice and vape.
