It was the same way in Cal when I lived there, the rational at the time was that the best produce was shipped out to other places and the locals got what was left over. I'm not completely sure I believe that though cause I see the produce here, one of the places it gets shipped to, and it's pretty pitiful. I will say that Cal was way way better than here, they charge premium price for produce here that would be thrown out in Cal, and should be thrown out here. Over ripe, rotten spots, you name it, it's really bad.
Maybe I'm one of the fortunate ones that benefits from that rationale. I know that the local supermarket has an abundance of fresh fruit and vegetables that are somewhat reasonably priced 12 months of the year. I never see any overripe produce on the shelves. But then again, I only go to the supermarket once every 2 weeks (when I get paid) to stock up, so I may be missing a lot.
