I don't think cigars/pipes are NEARLY as addictive as cigarettes... I've known quite a few who might have a cigar or smoke a pipe *occasionally*... but nearly all cigarette smokers I've known, did it pretty much continually. I'm thinking it's because a) cigar/pipe
tobacco doesn't contain all the additives which are added to cigarette
tobacco *for the express purpose* of increasing addictiveness, and b) pipes/cigars aren't generally "inhaled" but are used more like
vaping, slow draw, slow hang-around in the mouth/throat, slow exhale via the nose as much as the mouth -- so you don't get the near-IMMEDIATE uptake of the nicotine and the other chemicals, as you do with cigarette smoking, which are nearly always inhaled very quickly and deeply.
If a former cigarette smoker now vapes, but occasionally enjoys a pipe or cigar, I don't think that really jeopardizes their non-smoker standing.
