He can say whatever he wants but he can't do whatever he wants. He cannot ban anything, only make a recommendation that is up to law makers to decide upon. Sure they could ban nic base, atomizers and APV's. They can't ban mech mods, unless they plan on banning flashlights. They can't ban batteries, again unless they ban flashlights and quite a few other things.
Flavoring is used in food making so that will stay. VG and PG are both used in many things from on the farm to food making as well, so nope cannot be banned. Well I guess they could but then we'd have to get farmers to buy a license to have products for their animals, as well as bakeries, soap makers, lotion makers, massage parlors and on and on.
So the only thing with limited use is nicotine base, that's it. That would be the only thing they can limit/ban, but they'd have to shut down online tobacco sales since they contain nicotine. We could just go to a B&M and but nic base or juices. If they outlaw nicotine (they can't and won't) then not only is vape gear gone, so is tobacco of any type (unless they can get away with what naturally occurs in the plant).
In short they have no legal ground to stand on with much of vaping supplies. This would be tied up in lawsuits for years before anything could/would take effect. Now if it were any other administration, I might say differently. This administration in no way will cut off so much small business by outlawing non-poisonous, over the counter, daily use products. They can't afford it and neither can the US economy. Like I said before, it's the same stuff that creeps up all the time in the firearms industry.
