Cleaning is really _very_ easy.
1. Attach to any dead cigalike battery - this is just to give you something to hang onto. Hold the battery in one hand and get a good grip on the plastic clearo with the other. Don't squeeze hard onto the metal part inside the bottom end - we are pulling it off that connection.
2. Give it a good wrench. If it doesn't come first time hold it close to your waist and squronsh it like you are trying to wrap it around your waist. You will now have the metal connector on the end of the battery in one hand, and the clearo part in the other. Possibly also some juice on your pants if it wasn't quite empty.
3. Pull the metal stem off the connector and you will plainly see the coil in there. Wash all parts in hot water. If you want you can boil and dry burn the coil. It will screw directly on any 510 battery fitting.
4. To re-assemble just re-fit the center stem then insert the whole thing back in the clearo. If you miss the hole in the silicon top plug with the metal stem it may push it out of position. Just use a small screw driver to position the stem and push the plug down around it.
If you don't want to carry syringes around in public to fill these you can actually use a dropper bottle with a needle tip on it. First push the syringe needle or a sewing needle through the fill hole. That hole often is not all the way through on new ones. Next, push the bigger needle from a needle bottle through the fill hole. It's a bit hard the first time but will be fine once the hole is widened a bit; if you want I guess you could use a darning needle or a thin nail as well. I didn't have any problem with leaking as the silicon closes right up again when you remove the big needle.
Some of my CE3s are on their 3rd go round after dry burning etc. I've lost one by accidentally dropping the center column down the sinkhole. Must fish it out of there one day...
It would be possible to re-wick these if you really had to, but while they are so cheap I'm not sure I can be bothered. The quality is good enough on such a cheap device that I have no inclination. I did have to fix the wick on one once as it leaked out completely on the first fill while I left it for a one minute soak. It was the desk that was soaked. Fixed by boiling and fluffing the wick up a bit so it filled the wick hole properly.
