From what I have heard from shop owners that probably won't work. The FDA is not effected much by the govs. Even if the grandfather date is pushed up a bit, we are still in trouble. Don't mean to be negative bro. And I hope I'm wrong too!
You do not understand Predicate date then. It is a Critical piece to Keep everything we now have available for good ans establish a Base line for SE approval of future products.
This is a Necessary First step to stop the bleeding until court cases can be built and presented against the FDA.

extracting clean nic from tobacco is very expensive...
you will need the hardware, the chemicals to extract, the tobacco, the safety gear to handle the nic once its extracted, the education to do it....
far easier to just order a couple of liters of 100nic from a supplier ( on avg 2L costs 100$ in the USA)... setting up a "lab" to extract... several thousand $...
It's easier than you may think AT. Put a few AA batts with the right chemistry in a small box and you can easily draw 10 watts from them. Hook up to an AC power supply and there's really no limit to the power you can draw considering what we need to vape with.

For a joy of tinkering - yes, a lot could be done.
For practical purposes it is much easier and much more useful to make a simple mech mod for 18650. I got a couple of 510 connectors just in case that I'll need to go this way. Hope I'll never need them, I am stockpiling.

Nic, nic and more nic. Stockpile that and the rest will be hard to get, but not impossible. To make it easier on yourself, if you've got the funds, a few mods, tanks and replacement parts for each, would be a good idea.
Use pipe tobacco or chewing tobacco. Then evaporate away the water. I'm surprised to see that ethanol is not needed with these stronger tobacco strains. What's left is a small bit of very strong nic, so be carefull. It still has plant matter in it but not much when mixed with 30 mills of vg.
This has been discussed many times in the DIY sub forum. You won't get much nic from a water soak or even an ethanol soak. I tried ethanol years ago and was unable detect any nic using the titration test method.
I am not sure that vaping of home made nic is enjoyable and virtually harmless. There were a lot of threads about nic extraction (you may want to search for them). If I remember correct, nobody got clean nic, and nobody could confirm they really got concentrated nic. Some people liked the liquid they got as a tobacco flavoring.
Concentrated nic (100 mg) is still really cheap, it can easily can be stored for 10 (quite possible much more) years with proper precautions. I do not see why anybody may want to switch to nic extraction and vape that dirty stuff. And it has a potential to be considerably more harmful.
