Keep in mind that this is STEP ONE in a stage. Right now the FDA doesn't approve ANY products as THR - all nicotine/tobacco products fall under nicotine therapy or tobacco product. Nicotine therapy needs lots of testing and approval, tobacco products are forced to say they are not safer than smoking.

Therefore, should the FDA allow nicotine therapy products to be used long term, then they are essentially allowing for and acknowledging THR. Of course, the ANTZ are all for this, because they get their paychecks from Big Pharma. But this also opens the door for other smoke-free products like e-cigarettes. The ANTZ have argued against e-cigs because "nicotine is still unsafe" yet here they are willing acknowledging for us that smoke-free nicotine is far better than smoking! So, this whole hearing only affects e-cigarettes and other low-risk smoke-free products in the long-term. But everything they are saying about the long-term use of gums, patches and lozenges also supports the use of other smoke-free products. The ANTZ will keep arguing aginst e-cigs here, but they are still opening the door for us.
