I really don't think this issue is enough to push us into an actual civil war, nor do I think this is true tyranny. I may have been a little over dramatic. I do think that we will have to wait this one out until the politics of it starts to work itself out. If the other stuff fans are finally getting their way, I can't believe our fight would take nearly as long.

The problem is how much nic is transferred to the liquid from the tobacco. If I'm not mistaken I think it's negligible to almost none.

Typically, I think that would be true. However, this is using sodium bicarbonate to 'basify' the liquid, which (some chem nerd can maybe correct me here) increases the pH of the water, and increases it's ability to dissolve the nicotine. Then distilling the liquid pulls the water with the nicotine. Evaporation concentrates the nicotine.
The real proof would be in titrating the resultant liquid.
