Wattage tends to vary linearly, voltage tends to vary by its square. It seems that wattage should be easier, but when you get down to clicking buttons, there isn't much to choose between them.
For example, on a 1 ohm coil and using silly numbers to make the maths easy:
5V = 25W
5.1V = 26W = +4%
10V = 100W
10.1V = 102W = +2%
25W to 25.5W = +2%
100W to 100.5W = +0.5%
So in terms of percentage change in vape experience per button press, voltage is actually more linear.
