What exactly does a "ban" mean?

I'm supposed to be some kind of "expert" around here, but the legal aspects of vaping are not one of my areas of expertise.

There was a recent question in Ask The Veterans about the need to stockpile vaping supplies. This is not something, to which I've given any consideration. But am I living in "a fool's paradise?"

When e-cigs are banned in a state or local area (or if they are ever banned by the Feds), what exactly does that mean? I assume that it has devastating impact on suppliers, but what about vapers like me (or most ECF members)? Can I still order vaping products online? Does it just mean that I can't vape in public places? Or does all this vary from location to location, depending on the phrasing of the regulation?

In the UK the MHRA are only seeking to regulate of the sale of e-liquid (although maybe devices too, but that's more complicated) within the UK itself.

People are legally allowed to import "medicines" for personal use in the UK; but in the States, the FDA maybe have different ideas...

Does it just mean that I can't vape in public places?

That would make an interesting headline -

"Arrested for being a vapist!"

Yeah, it depends on the wording of the regulation and the agency's interpertation.

I've seen bans that only ban selling and I've seen bans that ban selling and possession and even bans that only ban possession at the state level.

Bans at the federal level usual make the transfer of things illegal, but not always.

Will it be like Cuban cigars? Or ivory? Or will it be like Rohypnol? Hard to say at this point.

A state or local ban is fairly easy to get around. A federal ban is a different story.

There are quite a number of things that all the componets are legal, but combining them in certain ways makes you a felon. And some things that are not allowed to be imported or sold, but nobody really cares if you use it after getting around those obsticles.

It is an interesting question. I wish I knew what all the legal wrangling means for the future.

perhaps a fitting analogy would be the recent ban of flavored cigarettes. that ban stated that they could not be sold within the states. one loophole it left is that some manufacturers simply changed the look of the cigarette, and repackaged them as cigarillos. those are still being sold legally here. another 'workaround' was that flavored cigarettes could be purchased outside the states and shipped in, as long as they were for personal use. that's what i did (pre and post-ban), and could have up to 20 cartons delivered for personal use with no customs issues.

but as hoosier mentioned, it would all depend on the phrasing.
