Technically it is not a law yet... so I think they will hold out.
I didn't see any mention about it even being proposed as a law, in the article. I did see these statements, which seem like requests only, to me.
"China issued its starkest warning yet over electronic cigarettes, calling on the industry on Friday to stop selling and advertising the products online.
Citing health concerns for minors, a Chinese regulator and the state tobacco monopoly jointly urged manufacturers and sellers to shut down websites related to the marketing and sale of e-cigarettes, in what could amount to an effective ban."
Even if/when Chinese companies quit selling and advertising vaping items online, vendors in the US and elsewhere can still buy and get them from China for resale online...as they've been doing for years. They don't buy their stock in quantity online. They place orders directly from their Chinese suppliers. There was no mention of requesting or urging the stopping of that kind of sales. Just my

Of course, the above will likely change for US vendors come May. But, that would be because of the FDA garbage.
