I'm thinking they're selling them on a commission basis for a private collector who doesn't want to mess with eBay, or who isn't a seller at all on there. No watching eBay, no packing and shipping, no dealing with complaints, etc. for him/her that way.
I seriously doubt they're from the ProVape guy on eBay. He's sold and/or is selling any/all that he didn't want to keep, on eBay. There's more $$ to be made from them on there. He told me months ago that his last ones he'd list would be some of the Radius he had, and he's been listing them since then.
ETA: Even some other sellers on eBay have used a PV towel beneath their PV on eBay. Seems they noticed how well the PV guy's listings do, so decided to follow suit. Maybe they were even thinking people wouldn't notice that their listing wasn't 1 of his...because of the towel used in his listings.
They were a major reseller of Provape stuff in the past. They have been clearing out old stock from multiple retail stores, with a couple of blowout sales in the spring of other brands. Don't ask me how many mods and kits I bought from them during my springtime binge at ten bucks each. It was reckless and almost regrettable and makes me very happy in these times.

I plan on pulling everything out of the vape closet and storage bins this weekend to sort and count. No doubt I have more than I think I do. If I was as organized as @Shawn Hoefer , I could just count what’s on the pristine shelves (yes, right now we’re sorry we don’t have your stash!!!)... but alas, I went for the sort into airtight tubs method. I’m hoping I’m as well prepped as I *think* I am.
I just did that too, mine are mostly in plastic covered storage boxes with labels on top, I must say I was impressed with my stashing techniques in 2016 LOL! My only messy area was flavors but cleaned that up last week. Have fun!
