Uh, in general, there's no general set of laws. For now.
Each State, and in some cases city by city, has it's own regs atm. But possession and use by adults still seems to be ok. Yes, some places have banned sale of some hardware, especially Juul type pods. Some have banned flavors. But no across the country regs - for now. Once the Deeming hits us, that may change. Or not. (And lots of speculation about how heavy enforcement will be for now, with the Covid-19 situation.)
Also, most States have lumped us in with smokers, so those regs apply, i.e. 20' from doors, banned in parks, and so on.

Gave him an ohms tester. Need to look at see if I have a spare coil jig. Right now he is wrapping around a screwdriver. TyThe first thing that comes to my mind is a coil jig or wrapping tool. You might also consider a cheap ohms tester but he could use the mods for that.
