Here is the Question I would be Asking.
Where does the Alcohol and tobacco Tax and Trade Bureau gets its Authority from?
If it's authority comes from Laws and Definitions that are defined under an Internal Revenue Code, doesn't an Internal Revenue Code have to include e-Cigarettes/e-liquids in some way for the TTB to have authority over them?

It wasn't the the part about the collection of taxes that caught my attention. I was (and I think still am) trying to find the agency with authority over the manufacturing of alcohol. Who checks for compliance? Alcohol isn't a food or a drug. It appears to be in its own category.

I know a couple of years ago, a corner store got busted by the atf,because they were sell cigs that came out of an city ( less tax ) and selling them in the city with higher tax, and with the cigs not having the correct tax stamp owner got 5 yrs
@ the end of the day it comes down to taxes.That's a big business. Somewhere on here I linked to an article about a guy who buys cigarettes in WV, then sells them out of a van in NYC. He was making lots of money.
