The United States Federal Food, Drug, and Cosmetic Act prohibits the interstate shipment (including importation) of unapproved new drugs. Thus, PayPal prohibits the sale of drugs that lack FDA approval, whether for personal or other use. Unapproved new drugs are defined as any drugs, including foreign-made versions of U.S. approved drugs, which have not been manufactured in accordance with and pursuant to an FDA approval. I think Paypal will soon ban the sale of ecig through them
I just spoke with PayPal. They said I was deemed a risk and would not disclose why.
My guess is Paypal is now shutting down electronic cigarette suppliers.
I won't have access to the funds for 6 months.

Keep us posted LordJ - I'm curious to see if they send your order. Not sure if this is relevant but I just oredered some Juices from goodprophets and when I paid with paypal it said payment completed, but I received no email receipt which is strange since I usually get one immediately. So I log back into paypal and the transaction is not on there. Then the guy from GP emails me asking if I had any problems paying with paypal.Sh*t.
Rob @ GP said it didn't go through on his end either. He said he'll send an invoice through paypal and that this will usually work so I'm guessing he's had this problem before....
Anything that has to do with any credit transactions is getting credit reports pulled out. I believe paypal's concern has to do with illigitimate business and such since they have a harder time reimbursing for fraud and such. It's not paypal itself persay but the banks they work in conjunction with. For people who can't manage their credit nor business that's a good thing but for those who are just starting out and or who have limited credit activity (because they are probably just starting out) this can create obstacles for you.
Sole proprieters or DBAs may have a harder time because some claim their social security as their tax ID number and this means that their own personal credit is factored into all aspects of their business accounts when opening lines of credit, accepting payment and so forth.
Anybody who gets a federal tax ID to conduct business, however, may fare better because that's equivalent to being assigned a fresh social security number. While you start off with limited to no credit history you also have the advantage of any personal negative credit history to not affect you as a business under that ID number since they don't look at your personal credit history. They look at the business credit history under that ID instead.
I don't know how you run your business or how you declare your business but hopefully this may help any other people who may not understand how some of these things work or come into play when doing business online, gaining business accounts and such.
In any case, with the above said, you can see ways around it.
