The United States Federal Food, Drug, and Cosmetic Act prohibits the interstate shipment (including importation) of unapproved new drugs. Thus, PayPal prohibits the sale of drugs that lack FDA approval, whether for personal or other use. Unapproved new drugs are defined as any drugs, including foreign-made versions of U.S. approved drugs, which have not been manufactured in accordance with and pursuant to an FDA approval. I think Paypal will soon ban the sale of ecig through them

Sounds about right to me.

I just spoke with PayPal. They said I was deemed a risk and would not disclose why.

My guess is Paypal is now shutting down electronic cigarette suppliers.

I won't have access to the funds for 6 months.

Yeah this is a known issue with PayPal and has been for some months. Besides being a pharmacist, I'm a part owner of a collection agancy/ local credit bureau. Do to PayPal's terms of Service, they can freeze your account simply by finding some small discrepancy on your credit report. i know it sucks having your assets frozen for 6 months, but become immediately active in obtaining another online credit card vendor, preferably one that DOES have to follow federal banking regulations. There is currently a class action lawsuit against PayPal for this type of activity.

Although this sounds good and makes alot of sense, it's most likely not so. PayPal does this to all types of business's.

Well I can tell you first hand that PayPal will close you down, or suspend you, if anyting is mentioned in your orders or descriptions about "tobacco" or "cigarettes" as they will not allow you to use an account for such a thing. I know this from my cigar days. :)

Even if you note it as e-cigarette, the word is still there. Since Ebay and PayPal are one in the same, they may take the same stance as Ebay, which does not allow you to buy or list these products on there anymore as of 6/1 or 7/1... forget the exact date.

Rob @ GP said it didn't go through on his end either. He said he'll send an invoice through paypal and that this will usually work so I'm guessing he's had this problem before....

The money request ended up working. This has happened quite a few times before with afew orders in a row. I just request money to their email, and payment is made. Not sure why this happens, I did not receive an email from Paypal ever, yet.

Thanks,
Rob

I will keep you updated.

Paypal ended up pulling a Credit Report on my account a couple months back as well ... Luckily, my credit was *ok* enough and they re-opened my account with full access ...

sounds like they are closing your PP account due to poor credit, and PP not wanting to get burned somehow, someway ?!?!?

Either that or fraud on the Credit Report ...

Anything that has to do with any credit transactions is getting credit reports pulled out. I believe paypal's concern has to do with illigitimate business and such since they have a harder time reimbursing for fraud and such. It's not paypal itself persay but the banks they work in conjunction with. For people who can't manage their credit nor business that's a good thing but for those who are just starting out and or who have limited credit activity (because they are probably just starting out) this can create obstacles for you.

Sole proprieters or DBAs may have a harder time because some claim their social security as their tax ID number and this means that their own personal credit is factored into all aspects of their business accounts when opening lines of credit, accepting payment and so forth.

Anybody who gets a federal tax ID to conduct business, however, may fare better because that's equivalent to being assigned a fresh social security number. While you start off with limited to no credit history you also have the advantage of any personal negative credit history to not affect you as a business under that ID number since they don't look at your personal credit history. They look at the business credit history under that ID instead.

I don't know how you run your business or how you declare your business but hopefully this may help any other people who may not understand how some of these things work or come into play when doing business online, gaining business accounts and such.

In any case, with the above said, you can see ways around it.

I totally agree with you Rexa, however, the thing that Paypal is doing wrong in this case is the order of the whole process. If you apply for a PayPal vendor account and they Pull a Credit Report, before giving you an account, and deny you based on the credit report, that's one thing. What they're doing is giving ANYONE a vendor account up front (as long as they can verify an active bank account), then, after the fact, several months later(and after the vendor has accumulated several thousand dollars), pulling a credit report and freezing your account for 6 months(apparently to collect the interest on the money in the account). In alot of these cases(I've heard) there is nothing on the credit report that would deem such an extreme action by PayPal. Unfortunately, as was mentioned before, since Paypal is not a bank(it's a money transfer service) it doesn't have to follow Federal Banking regulations and you're allowing them to do this when you click on their agreement and start an account. If they really were worried about risk, they would be pulling reports on every prospective vendor before issuing them an account. But that, of course, would prevent every scammer from even attempting to to apply for a PayPal vendor account. But isn't that how it should be? rather then what happened to Eric?

paypal put restrictions on our account when we first started.. they said in the end when we finally got to talk to a human being we had triggered their money laundering alarms.. they held payment to us and worse of all would not let us pay our suppliers.. it took two weeks to get it sorted..

they also sometime now hold customer payments claiming credit checks.. we ignore them and send out the goods.. they always clear after about four days.. they do say dont send out the goods tho...

but i think paypal can do as they like.. they dont mind the odd "victim" getting messed about.. or worst still driven out of business in pursuit of their overall security policy..
