Well, technically... nope. If you look into the beginning of bottom feeding you will find a lot of talk about ready-to-use bottom feeding attys (like the bridgeless 510 and 306 iirc). They're still on the market and some people still use them.
The abundance of RSAs is something new, there were very few and high end only ones not so long ago

It's a rubber stopper top, rather than screw on...

Question is, how should I ship this? Should I tape it up fairly solidly then place it in a baggie? Or does everyone think the tape is overkill...

I would tape the hell out of it, then double bag it, but that's just me.

the wider white plumbers tape works very well and doesn't leave a glue residue. +1 for using a ziplock baggie.

Dunnoh what the laws in the US are but here I'm pretty sure you'd be liable for any damages your package may do due to improper packing... including any operation by a chemical/bomb/firefighter squad deployed because of it.
Sooo better pack it real good, suspicious fluids leaking might not go down well.

I looked at the new B2K, only real difference is the caps have a slight cutout on the heat fin and the MTL added in. Gonna pass.

and a little skirt for it like this

then finally put it on your bottom feeder mod to get something similar to this

Et voilà, BF mod with premade atomizer.
